Phi Kappa Phi is proud to recognize Liberatus J. Rwebugisa, who has excelled in Phi Kappa Phi’s generous award and grant programs over the years and has put them to good use transforming education in rural Tanzania.

Rwebugisa, through his work with the Kagondo ‘A’ Primary School Committee and Kagondo Secondary School Board, set out with a clear goal: to eliminate division 0 by 2025 and division IV by 2030 at the secondary school level. In Tanzania's education system, division I represents excellent, division II is very good, division III is average, division IV is below average, and division 0 indicates a fail. His strategic planning and collaboration have yielded incredible results. In 2019, only 29 students scored division 0, but through concerted efforts, the situation has drastically improved. By 2024, division 0 has been completely eliminated, with all students testing out of this category, as reported in the 2024 NECTA Form IV Results.

Rwebugisa attributes much of this success to the support he has received, particularly from the Phi Kappa Phi Literacy Grants and Love of Learning Awards. "This victory belongs to our dedicated teachers, hardworking students, supportive parents, and incredible partners like you," said Rwebugisa in his recent update. His work has played a crucial role in raising educational standards and fostering a culture of academic excellence in the community.

Phi Kappa Phi’s Literacy Grants and Love of Learning Awards continue to empower individuals like Rwebugisa, enabling them to make a lasting impact in their communities. The next round of recipients will be announced June 1, 2025 and the deadline to apply for this year’s Love of Learning Awards is June 30, 2025.
